As is I would say HGP because of those pesky ferrite transformers. Remove those and I would say GFC-Clean...
I do not believe this is a safe bet in the HGT category unless it originates from specialty equipment (Servers, medical, military, etc). This looks consumer grade to me with lower grade chips... so I can't say in good conscious it goes any higher than this
